The Union Territory of Puducherry is divided into four, non-contiguous districts—Puducherry, Karaikal, Mahe, and Yanam—which were formerly French colonies. Administratively, these form two main districts (Puducherry and Karaikal), with Mahe and Yanam being outlying regions located in different states.
EFSLE has also established four distinctive Executive Councils in all these four divisions of this Union Territory:
- Puducherry (District/Region): The headquarters and largest region, located on the East Coast surrounded by Tamil Nadu.
- Karaikal (District/Region): Situated south of Puducherry, also surrounded by Tamil Nadu.
- Mahe (Region): Located on the West Coast, surrounded by Kerala.
- Yanam (Region): Located in Andhra Pradesh.
